The position of the country in the index of global competitiveness and human capital and its components is investigated. It is determined that the indicator of efficiency of human capital exploitation in Ukraine is the lowest because of the lack of a system of commercialization of technologies. The reasons for the outflow of human capital from Ukraine to the EU countries are determined and ways of overcoming the emigration are proposed. It is proved that in order to ensure the quality of human capital and intensify investment in its development in Ukraine it is necessary to promote the process of innovation development in educational institutions, supplemented by its introduction of innovative technologies in the field of higher education; provide training in accordance with the modern requirements of employers for their mobility, the ability to generate new ideas and readiness to innovate within the strategic objectives of the enterprise.Документ Цільові орієнтири сталого розвитку людського капіталу в умовах побудови інноваційної економіки(Інститут економіки промисловості НАН України; Луганський національний університет імені Тараса Шевченка МОН України, 2019) Смирнова, І. Визначено роль соціальних інновацій використання людського капіталу та підвищення його конкурентоспроможності в умовах сталого розвитку. Доведено, що інновацій на економіка грає важливу роль в модернізації національного господарства України та протистоянні глобальній кризі. Творчі індустрії виробляють товари і послуги, включаючи й ідеї, які потім стають ресурсами для інноваційного процесу та інших видів економічної діяльності економіки України як в науковому, так і в технологічному сенсі. В.The article has developed a system of strategic indicators of the effectiveness of the human capital of industrial enterprise and it is proved that their use makes it possible to improve the quality of current and strategic planning in the enterprise, making it an effective element of the management system. It is substantiated the formalization of the strategy of effective use of the human capital enterprise by means of the balanced scorecard, which is the link between the formulation of the strategy and its implementation. The human capital plays a key role in all four aspects of the enterprise, since from competence and skill the realization of the goals of the remaining components in the system of sustainable development of the enterprise depends.
