Державне регулювання науково-технологічного й інноваційного розвитку України: аналіз інституціонального забезпечення

У статті проаналізовано основні програмні документи у сфері державного регулювання науково-технологічного й інноваційного розвитку України. Встановлено, що вони не визначають основні засади державної політики науково-технологічного й інноваційного розвитку країни, стратегії її реалізації, моделі взаємодії держави, науки і бізнесу у процесі переходу до інноваційного шляху розвитку. Обґрунтовано необхідність створення «інституціональної вісі» державного регулювання науково-технологічного й інноваційного розвитку України і визначено структуру її елементів.

The main program documents in the sphere of state regulation of scientific, technological and innovative development of Ukraine were analyzed in the article. It was established that they did not determine the basic principles of the state policy of scientific and technological and innovative development of the country, the strategy of its implementation, the model of interaction between the state, science and business in the process of transition to the innovative path of development. The necessity of creation of the “institutional axis” of state regulation of scientific and technological and innovative development of Ukraine was substantiated and the structure of its elements was determined.
