Анотація
У статті представлено технологічну структуру виробництва України порівняно з окремими країнами світу. Обґрунтовано, що синергія дії механізмів реалізації державної політики науково-технологічного розвитку країни найбільш повно проявляється в рамках національної інноваційної системи, виявлено і проаналізовано актуальні тенденції її функціонування за останні десять років. Виявлено, що стабільне зменшення основних показників діяльності наукових організацій, підготовки наукових кадрів в Україні, фінансування наукових досліджень і розробок, інноваційної діяльності промислових підприємств супроводжуються високими темпами згортання наукової діяльності у підприємницькому секторі; змінами у структурі внутрішніх поточних витрат на виконання НДР за видами робіт за секторами діяльності; скороченням кількості аспірантів і докторантів за галузями знань і спеціальностями, які є драйверами технологічного оновлення національної економіки, і низькою результативністю діяльності аспірантури і докторантури. Встановлено, що регулюючою підсистемою НІС України не сформовані механізми спрямування науково-технологічної й інноваційної діяльності на зміну структури технологічних укладів. Обґрунтовано, що пріоритетним шляхом стратегічного розвитку технологічних укладів національної економіки є використання передових індустріальних технологій для модернізації підприємств третього і четвертого технологічних укладів з подальшим послідовним переходом до інноваційного розвитку країни. Обґрунтовано провідну роль інституціонального механізму державного регулювання науково-технологічного розвитку країни і визначено основний напрям його трансформації – створення «інституціональної вісі», що визначає концептуальні засади державної політики у сфері науково-технологічного й інноваційного розвитку країни, закріплює національну модель зміни технологічних укладів, окреслює стратегію науково-технологічного розвитку і національний план дій на її виконання. Обґрунтовано необхідність виділення сектору освіти, як нового інституціонального партнера в межах національної інноваційної системи України, і запропоновані напрями трансформації організаційного й економічного механізмів державного регулювання науково-технологічного розвитку країни.
The technological structure of Ukraine's production in comparison with individual countries of the world in the article was presented. It was substantiated that the synergy of the mechanisms of implementation of the state policy of scientific and technological development of the country is most fully manifested within the national innovation system, and actual trends of its functioning over the last ten years were identified and analyzed. It was revealed that steady decrease of the main indicators of activity of scientific organizations, training of scientific personnel in Ukraine, financing of research and development, innovative activity of industrial enterprises were accompanied by high rates of curtailment of scientific activity in the business sector; changes in the structure of internal current expenditures for the implementation of research works by type of work by sectors of activity; reducing the number of postgraduate and doctoral students in the fields of knowledge and specialties that are the drivers of technological renewal of the national economy, and low efficiency of postgraduate and doctoral studies. It was established that the regulatory subsystem of the national innovation system of Ukraine was not formed the mechanisms of directing the scientific and technological and innovative activities to change the structure of technological structures. It was substantiated that the priority way of strategic development of technological structures of the national economy is the use of advanced industrial technologies for the modernization of enterprises of the third and fourth technological structures with the subsequent consistent transition to innovative development of the country. The leading role of the institutional mechanism of state regulation of scientific and technological development of the country was substantiated and the main direction of its transformation was defined – creation of the “institutional axis”, which defines the conceptual foundations of state policy in the field of scientific and technological and innovative development of the country, establishes the national model of changing technological ways, outlines the strategy scientific and technological development and national action plan for its implementation. The necessity of allocating the education sector as a new institutional partner within the national innovation system of Ukraine was substantiated and the directions of transformation of organizational and economic mechanisms of state regulation of scientific and technological development of the country were proposed.
