Анотація
В статті розглянуто окремі проблеми відновлення економіки постконфліктних територій та надано пропозиції щодо їх подолання. Визначено соціально-економічний стан постконфліктних територій, обумовлений людськими втратами та зруйнованою виробничою, комунальною і дорожньо-транспортною інфраструктурою, зниженням виробничого потенціалу, падінням інвестиційної привабливості, обмеженнями з функціонування соціальної сфери, включаючи освітні та медичні послуги. Визначено першочергові завдання щодо стабілізації соціально-економічного стану постконфліктної території, пов’язані із забезпеченням базових потреб населення: реконструкція інфраструктури та системи життєзабезпечення. Розглянуто можливості використання зарубіжного досвіду впровадження концепції смарт-спеціалізації регіону для постконфліктних територій Донецької та Луганської областей і виявлені особливості визначення галузей їх смарт-спеціалізації. Обґрунтовано необхідність підтримки громадського діалогу між відповідними інститутами задля запобігання протиріччям між учасниками процесу відновлення постконфліктних територій на підставі узгодження їх інтересів. Зроблено висновки про доцільність системного та комплексного використання розглянутих аспектів відновлення економіки постконфліктних територій та визначено питання розробки й реалізації програм смарт-спеціалізації відповідно до обраних пріоритетів, що потребують подальших досліджень.
The article considers some problems of economic recovery of post-conflict areas and provides suggestions for overcoming them. The socio-economic condition of post-conflict territories is determined. This condition is due to human losses and destroyed production, utilities and road transport infrastructure, reduced production capacity, restrictions on the functioning of the social sphere, including educational and medical services. Emphasis is placed on reducing investment attractiveness and deteriorating investment climate. The priority tasks for stabilization of the socio-economic condition of the post-conflict territory, related to the provision of basic needs of the population: reconstruction of infrastructure and life support system. The priority directions of implementation of restoration measures are substantiated: repair and reconstruction of housing stock; restoration of damaged and destroyed water supply and drainage systems; restoration of transport and communications, reconstruction and construction of roads, bridges and railways. Possibilities of using foreign experience in implementing the concept of smart specialization of the region for the post-conflict territories of Donetsk and Luhansk regions are considered. Features of definition of branches of smart specialization in post-conflict territories are characterized: discrepancy of statistical base of comparison of indicators before and after 2014; limited set of indicators in official statistics; the need to perform additional, not provided by the official methodology, research. The need to maintain public dialogue between the relevant institutions is justified, which will prevent contradictions between the participants in the process of reconstruction of post-conflict areas on the basis of coordination of their interests. Conclusions are made on the expediency of systematic and integrated use of the considered aspects of economic recovery of post-conflict territories and the issues of development and implementation of smart specialization programs are determined in accordance with the selected priorities that require further research.
