Анотація
У статті встановлено засади системи державного регулювання міжнародної торгівлі в Україні та місце митної політики в ньому, яка є потужним механізмом регулювання міжнародної торгівлі. Разом з тим, умови інтеграції та глобалізації вимагають широкого врахування складових державного регулювання міжнародної торгівлі. Показано, що основна мета системи державного регулювання міжнародної торгівлі має полягати у додержані обмежень міжнародних організацій з митних тарифів та збільшенні обсягів торгівлі, наближенні до симетрії експорту/імпорту, одночасно зважено використовуючи інструменти та заходи внутрішньої регуляторної, промислової та фіскальної політики.
The modern conditions of international trade development require fast and convenient registration of import operations, reasonable tariffs, minimal administrative barriers. All this led to the emergence of free trade zones, whose members adhere to certain rules on tariff and non-tariff regulation. Free trade agreements offer a duty exemption or reduction for many imported goods, outlining the origin of the goods and meeting certain requirements. The entry into free trade zones should give the country the benefits of expanding domestic markets and meeting domestic demand for goods whose national output is scarce, at lower prices. Based on the above definitions, foreign trade policy is aimed at developing international trade, while customs policy aims to ensure the security and interests of the country in that trade and to protect the domestic market. Both foreign trade and customs policy are dependent on participation in international trade organizations: the first is due to the development of foreign trade and the possibility of increasing trade with Member States, the second is due to restrictions on the rules on customs tariffs and non- tariff conditions. The presence of a number of unresolved problems in determining the principles of a productive customs policy of Ukraine, which would be in line with international conditions and at the same time national interests, led to the choice of research topic. The article describes the principles of the system of state regulation of international trade in Ukraine and the place of customs policy in it, which is a powerful mechanism of regulation of international trade. At the same time, the conditions of integration and globalization require broad consideration of the components of state regulation of international trade. It is shown that the main objective of the system of state regulation of international trade should be to comply with the restrictions of international organizations on customs tariffs and increase in trade volumes, approximating to the symmetry of export / import, while weighing the tools and measures of domestic regulatory, industrial and fiscal policy.
