Взаємодії громадянського суспільства та політичної еліти в умовах Російсько-Української війни

У статті розглядаються особливості взаємодії громадянського суспільства та політичних еліт в Україні в умовах протидії неспровокованій збройній агресії рф проти України. Розглянуто основні тенденційні складові взаємодії громадянського суспільства та політичної еліти в Україні крізь призму теорії політичних наук та концептуального призначення державного управління. Серед них –– мобілізація громадянського суспільства, консолідація політичних еліт, громадський контроль та прозорість та інформаційна взаємодія. Стверджується, що процес взаємодії громадянського суспільства та політичної еліти в Україні в умовах протидії російській повномасштабній військовій агресії має яскраво виражений нормативний складник, що масштабується за дворівневою структурою. Так, у рамках першого рівня даної структурної парадигми акцентовано увагу на нормативно-правових стандартах взаємодії громадянського суспільства та політичної еліти в Україні в особливий період, регламентовані національним законодавцем у ст. 36 та ст. 37 Основного закону –– Конституції України, Законі України «Про волонтерську діяльність» № 3236-VI, Законі України «Про національну безпеку України» № 2469-VIII, Законі України «Про засади внутрішньої і зовнішньої політики» № 2411-VI. У рамках аналізу другого рівня даної структурної парадигми, в свою чергу, здійснено дослідницьку конкретизацію законодавчих документів, що доповнюють вищезазначені акти правотворчості та регулюють безпосередньо процес суспільно-владної взаємодії в Україні на засадах соціальноцентристської політики із захистом прав та свобод громадян в умовах російсько-української війни, як-от Указ Президента України № 64/2022 від 24.02.2022 р. Про введення воєнного стану в Україні, Закон України «Про правовий режим воєнного стану» № 389-VIII, Закон України «Про оборону України» № 1932-XII та ін.

The article examines the features of the interaction of civil society and political elites in Ukraine in the context of countering the unprovoked armed aggression of the Russian Federation against Ukraine. The main trend components of the interaction of civil society and political elites in Ukraine are considered through the prism of the theory of political science and the conceptual purpose of public administration. Among them are the mobilization of civil society, the consolidation of political elites, public control and transparency, and information interaction. It is argued that the process of interaction between civil society and the political elite in Ukraine in the context of countering Russian full-scale military aggression has a clearly expressed normative component, which is scaled according to a two-level structure. Thus, within the first level of this structural paradigm, attention is focused on the regulatory and legal standards of interaction between civil society and the political elite in Ukraine in a special period, regulated by the national legislator in Articles 36 and 37 of the Fundamental Law – the Constitution of Ukraine, the Law of Ukraine “On Volunteer Activities” No. 3236-VI, the Law of Ukraine “On National Security of Ukraine” No. 2469-VIII, the Law of Ukraine “On the Principles of Domestic and Foreign Policy” No. 2411-VI. As part of the analysis of the second level of this structural paradigm, in turn, a research specification of legislative documents was carried out that complement the above-mentioned acts of lawmaking and directly regulate the process of publicauthority interaction in Ukraine on the basis of a socio-centrist policy with the protection of the rights and freedoms of citizens in the conditions of the RussianUkrainian war, such as the Decree of the President of Ukraine No. 64/2022 dated February 24, 2022 On the introduction of martial law in Ukraine, the Law of Ukraine “On the legal regime of martial law” No. 389-VIII, the Law of Ukraine “On the Defense of Ukraine” No. 1932-XII, etc.
