Діджиталізація та розвиток громадянського суспільства

У статті аналізуються впливи діджиталізаціїна розвиток громадянського суспільства та демократії, спираючись на світовий досвід. Доводиться, що діджиталізація значно вплинула на процеси розвитку громадянського суспільства, надавши їм значних стимулів та переваг: полегшення залученості, розширення участі, безмежний та швидкий доступ до конкурентної інформації, можливості моніторингу як інституцій державної влади та громадських ініціатив, розвиток онлайн журналістики. Викликами та загрозами для розвитку громадянського суспільства є соціальна нерівність та відсутність цифрової грамотності (особливо в країнах Африки), застосування вкидів інформації, поширення фейків та застосування ботоферм, в тому числі і під час виборчих компаній у країнах світу, вже стали реаліями сьогодення. До того ж самі соціальні мережі, використовуючи алгоритми подачі інформації, фактично надає ті матеріали, які відповідають очікуванням та симпатіям користувача, приховуючи інші джерела, в тому числі й альтернативні, при цьому. Влада деяких країн обмежує або повністю забороняє використання певних інтернет ресурсів та платформ, зокрема Facebook та YouTube. Громадянське суспільство може мобілізувати значні ресурси та увагу до своїх ініціатив завдяки онлайн-інструментам. Діджиталізація надає потужні інструменти для розвитку громадянського суспільства, полегшуючи взаємодію між громадянами, організаціями та владою. Успішна інтеграція цифрових технологій дозволяє вирішувати актуальні суспільні проблеми, стимулюючи демократизацію, інновації та соціальну згуртованість.

The article analyzes the impact of digitalization on the development of civil society and democracy, based on world experience. It is proven that digitalization has significantly influenced the development processes of civil society, providing them with significant incentives and advantages: facilitating involvement, expanding participation, unlimited and fast access to competitive information, monitoring opportunities as institutions of state power and public initiatives, development of online journalism.Challenges and threats to the development of civil society are social inequality and the lack of digital literacy (especially in African countries), the use of information dumping, the spread of fakes and the use of bot farms, including during election campaigns in countries around the world, have already become today's realities. In addition, the social networks themselves, using algorithms for providing information, actually provide those materials that meet the expectations and sympathies of the user, hiding other sources, including alternative ones, at the same time. The authorities of some countries limit or completely prohibit the use of certain Internet resources and platforms, in particular Facebook and YouTube. Civil society can mobilize significant resources and attention for its initiatives thanks to online tools. Digitalization provides powerful tools for the development of civil society, facilitating interaction between citizens, organizations and authorities. The successful integration of digital technologies allows solving current societal problems, stimulating democratization, innovation and social cohesion.
